Jan Yngve Sand

Jan Yngve Sand is a Partner at RBB Economics based in Oslo and has over 20 years of experience in competition economics. Prior to joining RBB in May 2023, Jan was the Chief Economist at the Norwegian Competition Authority (NCA). In that position, he was the chief economic advisor to the Director General of the NCA in relation to decisions on mergers and behavioural practices.

Jan has over 20 years of experience applying competition and regulation economics to a wide range of industries and has presented expert economic evidence before courts and appeals tribunal in Norway.

Prior to working as the Chief Economist at the Norwegian Competition Authority, Jan was a member of the Norwegian Competition Appeals Tribunal from inauguration in April 2017 until August 2020. As a member of the tribunal Jan worked on abuse of dominance, merger and procedural cases.

While at the Norwegian Competition Authority Jan worked on and advised on most cases under investigation, including merger control, abuse of dominance (such as discriminatory pricing, exclusivity clauses), horizontal agreements (such as information exchanges), vertical agreements, and sector inquiries. Jan was also involved in drafting the NCA’s guidance paper on input price discrimination.

Jan has also been engaged as an expert judge in Borgarting Court of Appeal in a case related to calculation of damages, as well as having been a court appointed economic expert in a damages case related to patent misuse.

Before joining the Norwegian Competition Authority in 2020, Jan was teaching and conducting research related to competition and regulation economics as a professor of economics, and regularly presenting at competition economics conferences.

Jan holds a PhD from the Norwegian School of Economics, where he undertook research on competition and regulation of the telecoms industry.
