EC approves OTE’s fibre volume discount scheme

In July 2024, the European Commission approved a new wholesale fibre volume discount scheme by the operator OTE. This discount scheme is expected to facilitate the broadband upgrade to full fibre in Greece.

RBB conducted a competition assessment of OTE’s discount scheme. Our analysis concluded that none of the considered theories of harm – particularly predatory pricing and loyalty effect – held merit. Other efficient fibre networks will still be able to compete effectively in the Greek wholesale local access market.
