On 13 November 2006, the Dutch Ministry of Economic Affairs published an RBB report on Cross-Border Market Power in Wholesale Electricity Markets and has sent it to Parliament. The Dutch electricity system is increasingly linked to its German, Belgian and French counterparts. Moreover, a number of German and Belgian producers already operate generation capacity in the Netherlands. This report assesses the likelihood that cross-border market power may affect wholesale electricity market trades in the Netherlands, and evaluates potential remedies. The main conclusion of the report is that further cross-border integration is unlikely to increase market power risks, but that the monitoring regime and cooperation between the energy regulators could be improved.
